MILITARY TRAINING NAVY

Historical Note

The Civil Aeronautics Administration Civilian Pilot Training program began at Ӱ in 1940.  Renamed the War Training Service Program in December 1942, the program trained civilian and navy pilots from July 1940 until the national program’s end in August 1944.  The program was a cooperative effort between Ӱ and Milwaukee Airways, Inc., owners of the Curtiss-Wright airfield.

Throughout its operation at Marquette, the program taught students at various levels and in various designations.  From July 1940, Marquette oversaw an elementary program for civilian pilots.  A secondary program was added in September 1940.  Following the United States’ entrance into World War II, Civilian Pilot Training programs were aligned with either the Army of the Navy.  Marquette chose a naval program, and from July 1942 the program taught primarily full-time Navy V-5 cadets at the elementary, secondary, and intermediate levels.  A few classes for “extra-curricular” naval reservists were also conducted.  Sessions beginning after July 1942 were assigned a number-letter designation.  These range from 43A to 44N. The numbers refer to second calendar year of the academic year (July-June) in which the session took place (e.g. the students entering the program in July 1942 are session 43A, while those entering in July 1943 are session 44A).  A total of roughly 971 students were enrolled in the Marquette training program.

Scope and Content

This series contains primarily information from Marquette’s World War II-era Civilian Pilot Training Program. The series also includes a smaller segment of materials related to Marquette’s Naval ROTC program. 

For ease of access, this series is described in four portions: Student Records, Administrative Records, Publications, and Post-WWII Naval ROTC. These subseries were established during a 2016 reprocessing of the materials.  Some material was discarded in the 2016 reprocessing; most original box numbers were retained. As a result, there are no longer boxes 6 or 7.

Administrative Records: Correspondence, memoranda, and administrative records related to the organization and maintenance of the program. This subseries includes material related to both the establishment and operations of Marquette’s Civilian Pilot Training Program, and includes some of the earliest records in the series.

Publications and Curricula: Published materials related to the Civilian Pilot Training curriculum, including workbooks, textbooks, and training materials. Most of these materials were used, not published, by the Marquette Civilian Pilot Training Program.

Student Records: Information related to the academic performance of individual students.  These records include application, enrollment, grade, and disciplinary information. After July 1942, many of these records are arranged by session designation, 43A-44N, and level of instruction. 

Folders labeled “Student Files” are arranged by date of entrance and session designation.  From 1940 to 1942, the files contain individual student applications and roster information, as indicated.  After 1942, the contents vary, but may include Individual Student Applications; Declarations by Trainee; Reports of Written Examination Results; Receipts for Lodging, Board, and Transportation; Certificates of Ground School Completion; Mid-Course Reports; Orders for Active Duty; Student Pilot Certificates; Application for Airman (Pilot) Certificates; Certificates of Physical Fitness; Weekly Reports on Trainees; Statements of Transfer; and Muster Rolls. Also included in this section are weekly grade reports, ground school student records, and advisory board actions organized by section.

The Card Index, Ranking Cards, Transcript Cards, Information Cards, Demerit Cards, and Flight Cards are organized alphabetically across sections and may provide a good access point for locating individual student records. It is not clear whether these indices are complete.

Naval ROTC: Publications and records documenting the Naval Reserve Officers Training Corp at Marquette beginning in the 1940s. Some materials in this subseries overlap in time period with the Civilian Pilot Training and War Training Service program, but the bulk of materials date from after World War II.
