Nuclear Power Officer/Submariner (1/C, 2/C and 3/C Advisor)
Lieutenant Jennifer Collins hails from San Diego, California and graduated from Rensselaer Polytechnic Institute in 2018 with a B.S. in Nuclear and Mechanical Engineering (Honors). She commissioned in October 2018 from Officer Candidate School in Newport, RI.
From 2018 to 2020, LT Collins was stationed in Goose Creek, South Carolina at Naval Nuclear Power Training Command and subsequently at Nuclear Power Training Unit. She attended the Submarine Officer Basic Course in Groton, Connecticut during the spring of 2020.
After finishing her initial training, LT Collins reported in May 2020 to USS WYOMING (SSBN 742)(GOLD), stationed in Kings Bay, Georgia. During her time on board, she served as the Reactor Control Assistant, the Assistant Weapons Officer, the Nuclear Weapons Security Officer, and the Operational Safety Officer. LT Collins has completed Demonstration and Shakedown Operations 31, during which WYOMING shot two Trident II D5 test missiles, followed by a Strategic Loadout. She has completed three Strategic Deterrent Patrols, three refit availabilities, and one drydock availability. She was selected as USS WYOMING’s Junior Officer of the Year for 2022.
Lieutenant Collins reported to ÃÛÌÒÓ°Ïñ NROTC in August 2023 and is currently serving as an Assistant Professor of Naval Science, Nuclear Power Officer and Submarine representative, and the 2/C and 3/C advisor.
Lieutenant Collins has been awarded the Navy and Marine Corps Commendation Medal, two Navy and Marine Corps Achievement Medals, and several unit and service awards.

Surface Warfare Officer (4/C Advisor)
Lieutenant Zachary Henry hails from Kansas City, Missouri and graduated from the University of Missouri with a Bachelor of Arts in Political Science and a Minor in Sociology. He commissioned through Officer Candidate School in October of 2016.
Lieutenant Henry reported to the Pre-Commissioning Unit PORTLAND in San Diego, CA as the First Division Officer. In September 2017 he met the ship in Pascagoula, MS in preparation for the ship’s commissioning as USS PORTLAND (LPD 27) in December 2017. After commissioning she conducted her sail around through the Gulf of Mexico, Caribbean Sea, Panama Canal, and Eastern Pacific Ocean and in April of 2018 sailed to her official Commissioning Ceremony in Portland, OR. Lieutenant Henry then served as the Electronic Warfare Officer onboard until the end of his tour in December 2019.
In May 2020, Lieutenant Henry reported to the USS SQUALL (PC 7), forward deployed to Bahrain, as the Operations Officer and Navigator. USS Squall conducted operations in the Arabian Gulf, Gulf of Oman, and the Indian Ocean and was the winner of the 2021 Battle Effectiveness Award. Lieutenant Henry won the 2022 Junior Officer Ship Handler of the Year in Bahrain. In March 2022, USS SQUALL (PC 7) was decommissioned in Bahrain.
In April 2022, LT Henry reported to ÃÛÌÒÓ°Ïñ’s Naval ROTC program as an Assistant Professor of Naval Science, the Surface Warfare Community representative on staff.
Lieutenant Henry has been awarded the Navy Commendation Medal, the Navy Achievement Medal, and various unit, campaign, and service awards.

MOI (Marine Officer Instructor; Marine Option Advisor)
Major Nathaniel Lambert commissioned as a Second Lieutenant in the US Marine Corps in 2015 through the Naval ROTC program at Washington State University. He then attended the Basic Officer Course and the subsequent course for his occupational specialty as a Ground Intelligence Officer: Infantry Officer Course, Scout Sniper Unit Leader’s Course and Ground Intelligence Officer’s Course.
Major Lambert then received orders to 1st Marine Division aboard Camp Pendleton. During his first year in the fleet in 2017, he served in the intelligence sections for both the Division and 5th Marine Regiment. He then received orders to 3rd Battalion, 5th Marines in early 2018 where he deployed as the scout sniper platoon commander as part of the 11th Marine Expeditionary Unit (MEU) from May - November of 2019. His platoon participated in multiple theater security cooperation events, training with partner nations in both the Middle East and the east Asia.
Upon returning from deployment, Major Lambert transferred to 1st Battalion, 1st Marines where he served as the battalion’s intelligence officer. As the intel officer, he supported the Southwest Border Mission in the summer of 2020, where the battalion assisted Customs and Border Patrol, and another deployment with the 11th MEU from August 2021 – March of 2022.
Major Lambert was then selected to be the Marine Officer Instructor at ÃÛÌÒÓ°Ïñ Naval ROTC. He, his wife Malia and their daughter Molly moved to Milwaukee, Wisconsin in July of 2022 to begin the new position.
Major Lambert has been awarded the Navy and Marine Corps Commendation Medal.

AMOI (Assistant Marine Officer Instructor)
Gunnery Sergeant Budinger was born in Dunkirk, New York. His family moved to and lived in Virginia where he enlisted in the Marine Corps from in August of 2009. He attended recruit training aboard Recruit Training Depot Parris Island, SC. In January of 2010, he reported to Twenty-nine Palms, CA where he gained the military occupation specialty of Ground Radio Repairman.
In October of 2010, he reported to 3rd Battalion, 6th Marine Regiment, Headquarters and Service Company in Camp Lejeune, North Carolina and deployed in support of Operation Enduring Freedom. Upon returning from deployment he was promoted to the rank of Corporal in November of 2012. He deployed with 3/6 again in January of 2013 to Okinawa, Japan as part of a Unit Deployment Program.
Upon returning from his deployment in October of 2013, he received orders to 7th Communications Battalion, Service Company in Okinawa, Japan. In June of 2014 he was promoted to the rank of Sergeant, during his time he served as a Radio Repairman, Radio Section Chief, Platoon Sergeant, Corporal’s Course Instructor, and Chief Instructor.
In October 2016 he received orders to Drill Instructor School class 1-17, upon graduation of Drill Instructor School he was assigned to 3rd Recruit Training Battalion, Kilo Company. In May of 2017 he was promoted to the rank of Staff Sergeant. While serving on his special duty assignment, he served as a Drill Instructor, Experienced Drill Instructor, and Senior Drill Instructor
In January of 2020, he received orders to Twenty-nine Palms, CA to attend his chief’s course where he obtained the military occupational specialty of Electronics Maintenance Supervisor.
In January of 2021, he was assigned to 1st Maintenance Battalion, Electronics Maintenance Company. He was promoted to the rank of Gunnery Sergeant in September of 2022. While there he was attached to CLB-1 in support of the Ground Equipment Staging Program where he deployed to Darwin, Australia where he served as the Communications Maintenance Chief and Communications Chief. While with 1st Maintenance Battalion he served as Radio Repair Section Chief, Microminature Repair Section Chief, and Company Gunnery Sergeant.
In February of 2024, he received orders to ÃÛÌÒÓ°Ïñ to serve as the Assistant Marine Officer Instructor.
Gunnery Sergeant Budinger’s personal awards include the Navy & Marine Corps Achievement Medal with a gold star in lieu of second award award, Good Conduct Medal with three bronze stars in lieu of fourth award. Gunnery Sergeant Budinger is pursuing his Bachelor’s degree in Business through American Public University. He currently resides in Saint Francis, WI with his wife, Jennifer, and their three children.
